Narcotics Coordinating Committee Meeting at which agreement was reached to share intelligence, the program was implemented. Exchanges made have already resulted in at least 3 arrests.

Political Agent, Khyber.

The Khyber Political Agent (PA) reports that he has obtained agreements from all tribes in the Khyber Agency that heroin production would not be permitted and that no areas would be closed to government forces regarding narcotics. The agreement has resulted in the surrender of some

of some laboratories, and, significantly, the issuance of a warrant of arrest for a second time violator, (the first ever). In addition, the Political Agent in Khyber has started fining those surrendering laboratories Rupees 5000 ($285). Additionally, the PA has started obtaining Rupees 500,000 ($28,570) bonds as backing for violators' promises not to engage again in production of heroin.

The passage of an asset seizure law by GOP National Assembly took place during the reporting period.

We have noticed in the past six months that at least two arrests of traffickers, labeled as Class 1 by DEA, were made by government enforcement agencies. U.S. officials hope these arrests signal

by the GOP to identify, arrest, and prosecute major traffickers within Pakistan.

Further, a special legislative committee on narcotics (a first) submitted its report on narcotics condemning opium poppy cultivation, trafficking in, and abuse of narcotics. The report was very supportive of a strong anti-narcotics effort on the part of the government and made many recommendations ranging from increased penalties for violators to the need for more budgetary support for law enforcement, education, etc.
