UN CONVENTION ON ILLICIT DRUG TRAFFICKING

We have no objection to Hong Kong participating in further meeting of expert working group, which meets in Vienna from 5 to 16

October.

2.

Progress at the first meeting was painfully slow, and all the more difficult issues have been shelved to the October meeting. So there is unlikely to be time for much substantive discussion of territorial application clauses.

3.

I have sent you a copy of the reply from the UN Division of Narcotic Drugs about the position of dependent territories. We are now awaiting FCO advice on this aspect, which we shall need before the October meeting.
