the Joint Declaration does impose clear obligations on the PRC to establish in the Hong Kong SAR systems, including the legal and judicial system, which are different from those in the

rest of the PRC; and

we recognise the need, in due course, to negotiate with the

PRC suitable arrangements for the return of accused persons

from the UK to Hong Kong which contain safeguards comparable

to those which exist at present.
