Tentative approaches have already been made to a number of tertiary educational institutions including the University of Hong Kong. It would, of course, be ideal if the University of Hong Kong accepted the proposal, but I gather that their admission procedures for higher degrees are somewhat restrictive and Mr. Batty's admission may not be possible. The University have not yet resolved the matter, but they have indicated that whatever the outcome, they would offer real support to the project in the form of tutorial and library facilities.
Approaches have also been made to Southampton University and to Bristol Polytechnic the admission policies of both these institutions seem to cater for students of Mr. Batty's background. I am anxious that the research be carried out under the auspices of the Bramshill Fellowship Scheme; apart from the support to the research and to the student which it offers, the Scheme will add weight to the value of the results obtained.
Formal application to a tertiary institute has not yet been made. This will be done as soon as I receive your response to our research proposal. To assist in this, I attach at Appendix 'B' Mr. Batty's brief c.v.
I am grateful for the continuing support being given to this Commission by the Police Staff College and look forward to hearing from you.
Yours sincerely
