Application for Bramshill Fellowship

You are, I believe, aware of this Commission's independent status within Hong Kong, of the Sino-British agreement under which the sovereignty of Hong Kong will revert to China in 1997 and of the continuing discussions which are taking place regarding the "Basic Law" of Hong Kong after 1997 and the future structure of its Government. The ICAC's own future will undoubtedly come under close scrutiny in the next few years and although I am in no doubt about the need for the ICAC's continued existence, it would be very useful to have a thoroughly researched academic justification to this effect.
You will be equally aware that Mr. T. R. Batty, an Assistant Director in the Operations Department of this Commission, completed the 66th Intermediate Command Course at Bramshill. On his return to Hong Kong he submitted a paper (a copy of which is attached at Appendix 'A') outlining the Bramshill Fellowship Scheme and Mr. Ian Stuart's suggestion that he (Batty) should consider taking advantage of your apparent intention to extend the Scheme to overseas law enforcement agencies.
You will see that Mr. Batty proposes to undertake the research to which I have referred in my first paragraph, and that he and Mr. Stuart have together considered how this research could be undertaken. I am convinced that the Bramshill Fellowship Scheme, if it could be made available for the research, would be the best vehicle for it.
I should therefore be most grateful if you would treat this letter as a formal request for Mr. Batty to be accepted as a Bramshill Fellow. If accepted by Bramshill, he would have my full support and that of the Commission through- out the research period. Mr. Batty, and where appropriate the Commission, would of course accept responsibility for all financial obligations arising from the project.
