TOP MANAGEMENT ROUND: BBC EXTERNAL SERVICES
1.
The current Top Management Round has revealed some misunder- standing about the scope for savings in the FCO's expenditure of some £120.9m on the BBC External Services in 1986-87. It will be helpful in advance of the Prescription Committee meeting on 25 February to clarify the situation.
2. The attached chart indicates the main areas of External Services' expenditure in 1986/87. The separate table sets out the current expenditure of the present External Services' prescription on a directly attributable cost and on an indirect "full" cost basis. The direct costs (staff, transmission and programme allowance) indicate the estimated savings, excluding redundancy payments, that could be achieved if individual services were cut. The indirect "full" cost basis, which was used by Finance Department in their Resource Allocation exercise, includes directly attributable costs plus a proportion of expenditure on general overheads and supporting services (rent, rates, studios, performing rights, finance, personnel etc), most of which would, of course, still be incurred even if several services were abolished.

As indicated in the attached table, the scope for savings in vernacular services is essentially limited to the £19m total of directly attributable costs of these services rather than the indirect "full" costs total of £48m.
