INADEQUATE CONSULTATION/MEASURES RUSHED THROUGH'

Very hard to argue this is true. Substance of new

measure on Hong Kong statute book since 1951. The two

bills concerned were gazetted on 19 December. Extensive

discussions followed between Administration and members

of Executive and Legislative Councils. Ad hoc group set

up by LegCo to consider, and consult more widely. Debate

deferred twice at request of LegCo members.. Both bills

passed by large majority in Legislative Council.

Debate on 11 March a very full one (8 hours), of high

quality, reflecting all shades of Hong Kong opinion on

this issue.

Administration's admendment which was published on 6

'March was introduced to improve measures and in response

to representations from Hong Kong journalists. Fully

debated on 11 March.

No reason for further delay. Hong Kong Government no

doubt felt public interest best served by full debate in

Legislative Council. Members clearly agreed.

adjourn heavily defeated on 11 March.

LEGISLATIVE COUNCIL NOT REPRESENTATIVE

Motion to

Legislative Council fully capable of speaking out

robustly and vigorously on Hong Kong issues whenever

occasion merits. In any event, Hong Kong people will

have full opportunity to express their own views on

future constitutional developments in response to Green

Paper later this year.
