We have received representations about this from the National Union of Journalists (on behalf of the Hong Kong Journalists Association), the Hong Kong Foreign Correspondents Club, the Commonwealth Press Union, the publishers of the Far Eastern Economic

Review, and one member of the public.

Copies are attached as background of HKD's submission of 17

March, the Secretary of State's letter of 20 March to Sir Edward

Pickering, and FCO telegram No. 933 of 31 March to Hong Kong,

reporting Mr Renton's meeting that day with representatives of the

Hong Kong Journalists Association.
