The proposal in paragraph 12 contains no financial or staffing implications. A premium for lease modification of the West Exchange will be payable by Telco Properties Ltd.

Since the proposals in this memorandum do not represent a departure from existing Government policy
policy with respect to Telco, we do not intend to publicise the matter.
Advice sought

Members are asked to advise whether, under section 35 of the Telephone Ordinance, written consent be given to Telco to transfer ownership of
ownership of the East and West exchanges to Telco Properties Ltd., under the conditions set out in paragraph 10 of Annex C to the memorandum.
