1. You will have received a copy of a letter from Mr Carter (Head of Airport Policy Planning, BA) to Mr Griffins about the level of airport charges at Hong Kong airport. I am not at all clear how Section 42 of the Airports Act 1986 could be used. I imagine that we could be tough on Hong Kong aviation

interests over here but there are heavy political overtones.

2. I should be grateful for an IA and/or MAED view on whether there is anything helpful we can say to BA. Mr Carter's enquiry has been gathering dust since the beginning of April. I should like to give him an indication of our position, one way or another, by the end of this month.
