Under the conditions of franchise the Director of Highways would form a Co-ordination Group to control and monitor the design, construction and programming of the tunnel and interchanges. This would require the services of a team, including a Chief Engineer, Senior Engineer and Engineer. Supernumerary posts for this team would have to be Created during May 1987, so that the team is in place before enquiries began to be received from interested consortia.
