which, it is felt, can probably be completed more expeditiously by the Government in view of its experience in these matters. It is therefore proposed that even should this Project be implemented as a private sector venture this interchange should be implemented as a public works programme project at an estimated cost of $225m. This has been taken into account in the financial projections at Annex C.

A comparison of programmes for both public works and private sector implementation is set out at Annex D. Marginal time savings may be possible if this Project proceeds through the public works programme. The conclusions in this regard are in line with the consultants recommendations.

Suggestions have been made that with a different technical and engineering approach completion might be advanced. These have been considered, but Government's consultants advise that it would be unwise to plan at this stage on completion much before mid 1992.

The clearance at Diamond Hill will impose pressure on the limited supply of public housing in Kowloon. Should clearees be offered rehousing outside Kowloon they would be unlikely to co-operate. The timing of the project may be affected by the availability of additional suitable sites for both temporary and permanent housing, both of which will be required. Efforts are now being made to identify land for this purpose.
