Phase Two: September 30 Technical Solution

During this phase, the EdF design team studied and proposed a technical solution. This was reviewed and endorsed by the JVC

and NNSA.

During the selection of the technical solution, consideration was given to the following alternatives:

(1) To remove the first layer of the Raft and start again.

The first layer is heavily reinforced and its removal would require use of explosives and heavy machinery. The underlying rook foundation has been carefully

been carefully excavated and prepared to the correct profiles, and could be damaged by such action.

To accept the omission of the starter bars and continue with the remaining layers without any further modification.

To leave the first layer in place but re-start the entire Raft on top (ie. construct a new first layer on top of the existing concrete).

The effect would be to raise the entire reactor building by 1.2m. There would be many resulting complications bec au se the reactor building is closely linked with surrounding buildings and all would either have to be raised or modified, There would be a consequential effect also on the second unit. Furthermore, the structural design of the prestressing would be affected significant ly with the prestressing gallery still in its original location. This is undesirable since this alternative affects many aspects of the overall structural design of the building.

To drill holes and insert replacement bars in first layer.

This is a method fairly commonly used in civil engineering where reinforcing bars are omitted, and was the solution originally proposed by the contractor CCM. However, the original starter rebars include a bend which obviously could not be re-introduced.
