The underlying procedures and controls of both HCCM as well as the JVC-CM have been examined by the contractor and the JVC management in depth. It has been concluded that, although

that, although the procedures are adequate in concept, it is necessary to implement a programm of improvement measures to ensure that they can be used successfully on site.

The major areas of improvement include:

Mobilization of additional qualified staff, and strengthening of quality supervision and control actions in both the HCCM and the JVC's construction team and QC surveillance team.

Adaptation of the existing procedures and controls

controls (which are caken from French projects) to local conditions including detailed instructions, more specific check procedures and improved records.

These measures are being implemented as follows;

The Contractor

HCCM

HCCM's permanent plan will be implemented progressively. In the meantime HCCM has introduced additional 100% checks and other interim measures to ensure that the works will be adequately controlled and monitored in line with the quality requirements. The interin maasures include:

Responsibilities and the worka to be carried out before the signature of the Execution Tracing Files by the responsible parties have been defined and made known to the HCCM construction and quality control staff.

Additional hold points have been added with checklists developed which ensure that the construction team will carry out checking of the worka AU required. The requirement for the supervisor to completely recheck the works using the construction drawings before pouring concrete is in place.

Additional construction and QC expatriate (French or Hong Kong) staff have arrived to strengthen and supplement the construction and surveillance teams.

Additional site instructions are now in place (and with a few more being finalised for issue) to strengthen and supplement procedures in specific areas of importance pending the completa updating of the procedures as required in the programme of permanent measures.

Appendix 2 to this report gives details of the additional staffing being provided by HCCM.
