BAY NUCLEAR POWER STATION: CROSS BORDER LIAISON

Hong Kong is currently considering contingency planning arrangements to deal with a nuclear accident or

incident at Daya Bay. In accordance with IAEA guidance, we consider it important that Hong Kong's emergency arrangements should be co-ordinated with the overall contingency planning for the Daya Bay power station. To achieve this, we believe that those responsible for emergency planning on both sides of the border (i.e. the Guangdong Nuclear Project Joint Venture Company (JVC) for the 'on site' plan, the Chinese authorities dealing with 'off-site' arrangements in the region adjacent to the plant, and relevant authorities in Hong Kong) liaise with each other on a regular basis to ensure that:

plans developed by all parties to handle an emergency resulting from an accident at Daya Bay are compatible and complementary;

procedures for assessing the danger to the public from any accidental release of radioactivity to the environment from Daya Bay are co-ordinated;

clear lines of communications are established

between the power station and relevant off-site authorities to handle not only routine information but, in particular, to provide early notification of any accident or potential accident at the Daya Bay plant;

agreed procedures are developed to enable fast mutual assistance to be provided in an emergency, if requested.
