IAEA, under a related Agreement, helps China to run quality

assurance training course. The first course wa's conducted last

year, to which GNPJVC sent some staff to attend. A second course

will be held this year. GNPJVC will also send staff to attend. In

early 1986, GNPJVC assigned some technical Q.A. personnel to USA for

Q.A. training on nuclear power plants and facilities. Furthermore,

GNPJVC has also invited Q.A. specialists from some U.S.companies to

come to GNPJVC to organise Q.A training courses for its managers and

professional staff. In future, GNPJVC will continue to participate

in any training activities and Q.A. work conducted by international

organisations.

VI. Supervisory Organisation of the National Nuclear Safety

Administration

In order to supervise the quality and safety of the Guangdong and

Qinshan Nuclear Power Plants, the National Nuclear Safety

Administration has set up its supervisory offices in Guangdong and

Shanghai. At the moment, the Guangdong supervisory office is being

set up but work has commenced. The supervisory offices, in

accordance with the codes, regulations and principles of the

Administration, will supervise the quality and safety work of the

site selection, design, manufacturing, construction and operation of

the nuclear plant. The Administration has established contacts with the International Atomic Energy Administration and the French Atomic

Energy Administration and signed agreements with them on nuclear safety co-operation. The Administration will not only supervise the project progress, but also review and approve the stages in work

commencement, fuel loading and commissioning. On May Administration will hold meetings in Beijing to review and approve the PPSAR (Partial Preliminary Safety Analysis Report).
