V. Quality Assurance Work

In accordance with the Government's stated policy of giving first priority to safety and quality, GNPJVC has committed to building the power station as a large-sized commercial nuclear power station with high quality, within short schedule, at lower capital cost and high efficiency. In order to achieve this goal, the most important thing is to give first priority to quality in the aspects of design, procurement, manufacturing, construction, commissioning and

operation.

The international safety standards will be strictly observed in the

course of the station construction SO as to guarantee quality.

GNPJVC worked out the Quality Assurance Programme for the Guangdong

Nuclear Power Station at the end of 1986 based on the safety regulations for nuclear plant quality assurance stipulated by PRC National Nuclear Safety Administration, the applicable code of IAEA's safety and quality assurance of nuclear plant (No. 50-C-QA, 1987) and other relevant safety standards.

It is necessary to set up a quality assurance system to carry out the

quality assurance programme, and to appoint a company with international experience to take the position of quality assurance

consultant. To this end, GNPJVC will sign a quality assurance

consultancy contract with Bechtel of U.S.A.

U.S.A. in May. Through the establishment of the quality assurance programme, GNPJVC is able to define the responsibilities and the targets for those participating in the design, procurement, manufacturing, construction, commissioning and operation. Their performance can then be put under effective control So that the activities carried out by them can

comply with the relevant standards or quality assurance requirements. The adherence by GNPJVC to strict implementation of the quality assurance programme will guarantee the quality and safety of the Guangdong Nuclear Power Plant.
