2. The United Kingdom recalls its strong and continuing

support for the Treaties of Antartica and Tlatelolco.

The UK further wishes to record that, consistent with the

objectives of the South Pacific Nuclear Free Zone, it

will continue to conform to the provisions of Protocol I

in respect of the territory under its jurisdiction within

the area covered by the Treaty; that, with respect to

Protocol II, it reaffirms its undertaking, given in 1978,

to non-nuclear weapon States which are parties to the NPT

are other internationally binding commitments not to

manufacture or acquire nuclear explosive devices, that it

will not use nuclear weapons against such States except

in the case of an attack upon the United Kingdom, its

dependent territories, its armed forces or its Allies by

such a State in association or Alliance with a nuclear

weapon State; and in respect of Protocol III it has no

intention of conducting nuclear tests in the South

Pacific. [The UK is also prepared to adhere to the

provisions of the South Pacific Convention on Nuclear

Dumping.]

3. The United Kingdom intends to keep its position with

regard to the Treaty under review, and will be prepared

to reconsider its position in the light, inter alia, of

the following:-

(i)

Clarification by the States Parties to the

satisfaction of the UK of a number of issues arising from

the Treaty and the Declaration made by the USSR on

signature of the Protocols, including the question of

transit of and visits by nuclear capable ships and
