DRAFT UK STATEMENT ON THE SOUTH PACIFIC NUCLEAR FREE ZONE
TREATY
1.
The UK has given careful consideration to signature
of the Protocols of the South Pacific Nuclear Free Zone
Treaty (the Treaty of Rarotonga) against its stated
policy on the creation of such zones. It has concluded
that it is not able to do
Crestiem.
at present, on account of
the uncertainties that have arisen, in particular from
the statement made by the USSR on signature of the
Protocols, regarding the permissibility of visits and
transit of nuclear capable ships and aircraft in the
region; and secondly of the extent of the negative
security assurances required under Protocol II which go
beyond those which the UK is prepared to give in
accordance with its policy since 1978.
