On 5 November 1986 we telexed Ms Secher (copy at Annex D) informing her that, in order to facilitate our task of making a case for the funds needed to meet the additional expenditure involved, we needed a copy of the structure of the summary report together with a cost justification for its production.

After approximately four weeks, and having received no reply to our telex, we wrote to Dr. Wade on 1 December 1986 (copy at Annex E) advising him that it would be helpful if we could be sent the copy of the outline for the summary report as promised in his letter of 28 October 1986. This was followed by another letter to Dr. Wade, dated 15 December (copy at Annex F), seeking some further advice from him on the use of computer dispersion models for contingency planning purposes in which, we again reminded him of the fact that we had still not received the promised outline proposals for the summary report.

While undoubtedly Harwell are extremely busy, I have, nevertheless, become worried about the lack of response to our various communications. I should therefore be grateful if, on our behalf, you could enquire as to what is happening. The public in Hong Kong knew that we expected to publish Harwell's report towards the end of 1986, information which we made known to the Legislative Council on the basis of our August discussions with you. Since we realised towards the end of last year that this could not be achieved we have more recently modified our position to suggest the report will now be forthcoming during the first quarter of 1987. We are therefore concerned that we reach agreement with Harwell on the form of this report as quickly as possible.

Additionally, we have also requested from Harwell, on behalf of the Joint Venture Company, an undertaking that they would treat as confidential any technical information provided by Framatome to the Joint Venture Company, and thereafter transmitted to Harwell, needed for the preparation of the "Phase II Accident Assessment Report" (see Annexes D and E). It would be appreciated if you could also take this matter up with Harwell. We are expecting the Joint Venture Company to receive, in the near future, a copy of the 'Partial Preliminary Safety Analysis Report' prepared
