HONG KONG AND THE CCC: 1987 CCC COUNCIL MEETING

I enclose a copy of Hong Kong telno 971 of 11 March which suggests that the Hong Kong Commissioner of Customs and Excise, Mr Patrick Williamson, should attend the next CCC Council Meeting to be held in Canada in June 1987, as part of the UK deleg ation. I should be very grateful for your views on this proposal as possible.

On a separate but related matter, you are aware that before long we intend to make a joint approach with the Chinese to the CCC Secretariat on the subject of Hong Kong's participation in the organisation. In this connection could you please let me know
do you who is best placed to be our British contact in Brussels

for example liaise with the CCC through the Embassy or through UKREP
(who have a representative of HM Customs and Excise on the staff). Also, to whom within the CCC Secretariat should the approach be made, eg the legal adviser?
