Inaugural Conference of the

Customs Cooperation Council Far East, South and South East Asia, Australasia and the Pacific Islands Region

We spoke. I have been invited to participate in the captioned Conference which is scheduled to be held in Australia between 6 - 10 April 1987. A copy of the letter of invitation and a copy of a document outlining the background and objectives of the CCC's Regional Programme are attached.

It is my intention to accept the invitation but as you are aware Hong Kong has yet to become an independent member of the CCC. In view of this and the fact that there is every likelihood that China will be in attendance, I am in a quandary as to whether I should attend the Conference as "Hong Kong" or as "UK (Hong Kong)" The latter is the present pràctice adopted by this Department when participating in CCC meetings held in Brussels. But as the UK is outside the region it is unlikely that HMC&E will be represented at the Conference.

I should be grateful if you and Mr Nicky Lo, to whom I am copying this letter, would consider how we' can resolve this.
