financial implications involved in the over-statement of leave

3 earnings, we will wish to enquire whether all cases of over-statement

4 of leaves earning so far brought to the notice has been rectified.

You have mentioned 22 with no problem but 27 has one problem or another.

6 Have you been able to rectify the situation?

Yes, Mr Chairman, in all cases the leave

9 balances have been rectified accordingly.

We would also like to know whether you are

12 assisting the Controlling Officer where appropriate in issuing of 13 departmental guidelines to leave clerks and the introduction within

14 the department of an independent system of checks of leave records.

SCS:

Yes, Mr Chairman, we have given departments

some guidance. We have suggested that the person who undertakes these

checks should be someone other than the leave clerk who is responsible

for the daily maintenance of these records. We have suggested that

20 initially the entries of the last three years should be checked, taking

21

a sample of 5% in the department and that these checks be repeated on

a quarterly basis and on rotation, with a view to eventually covering 23 all records in that department. And this will be an on-going exercise

and in some departments the second round has commenced.

27 somebody monitoring the work of the leave clerks' work? Or how 28 these checks are performed.

Yes, certainly. Within the departments the

31 personnel section, the Executive Officers, or the Deputy Secretary will 32 monitor this work.
