1 from the checks conducted since November 1985, two departments were

2 asked to carry out full scale checks on their leave records. We will

3

wish to know, to enquire, whether you feel a need to increase these

4 checks to cover more departments in a specific period of time.

SCS:

Yes, Mr Lee. In fact since November last

8

9

year all departments have been asked to undertake random checks of

the leave records. 49 departments have completed these checks already and of these 22 have found no errors whatsoever.

CHAIRMAN:

SCS:

22 have found?

No errors in the leave records.

CHAIRMAN:

22 no errors. So 27 has errors?

SCS:

Of the remaining 27, 11 have completed the

studies and there have been some errors identified and full scale 19 checks are now being implemented.

CHAIRMAN:

Mr Barma, what kind of errors are you

referring to?

24

SCS:

These errors are basically in individual

25 cases in the actual totting up of the leave balance. It is of a

very minor nature. It has nothing to do with the formula for

calculating leave.

CHAIRMAN:

Is there any form of flaw?

SCS:

Well, what we are doing, sir, is that we 32 are introducing seminars and training classes for our leave clerks

and the Civil Service Training Centre will be holding these through- out the year.

At the same time both Civil Service Branch and the

Audit Department, we do our own spot checks.
