Mr Chairman, I think this statement of 20 months to review is a very misleading one. We started the review of

fees as soon as EXCO approved the commission report number one, that

is in January '85. Now this we started immediately to review fees. 7 And I should add the fees cover not simply senior secondary, it covers

8 the colleges of education, the Hong Kong Technical Teachers' College, 9 and other education courses which comprise a total of 24 types or 10 categories of fees affecting 180,000 pupils of different age groups. This is a massive exercise and we have to do this within existing

resources. It took us about six months to complete the review of

the basis of all these 24 types of fees and we then consulted the Finance Branch and the Policy Branch and then we took the proposals to the Board of Education in December of '85 and in January '86 for debate and discussions. Subsequently the proposals were taken to the commission in March of '86 and then after that we took it to the Governor in Council in June '86 until EXCO approved it in July '86. In other words, the process of consultation took more than half of 20 the 20 months which you mentioned. The preparation work must take 21 about six to eight months, and the consultation is part of this process 22 took about six to eight months to complete. So in all regards it was

a very reasonable kind of time scale within resources to take this

massive exercise into account and to complete the revision of fees in all these different levels within the time period given.

Well, this is correct, yes. The Governor Council's approval was that we should now phase in the revision of fees in the next five years to recover the cost. Thereafter of course a fee policy must be established and to review fees regularly and update it regularly and this we intend to do as the Secretary has
