Spec. is one thing, Sir. I mean the fact remains if you get a bad piece of construction based on that specification, you still get leaks. I mean somebody made the decision, said well go ahead with that specification, even though the contractor has advised that there would be leaks because, not only based on your own report, based on the Director of Audit's Report, all our input was it was very well aware by the contractor at the time that he was seeking for direction.
