CHAIRMAN:
As far as that is concerned. And the
contractor when they are building this basement, they must be aware of there might be possible leaks. Somebody tell them to go ahead and complete that project. We don't know whether it is you or whether it is the Government, even during the construction stage.

MR MOTTRAM:
Terms of the specification requires
them to go ahead and complete the contract.
CHAIRMAN:
Spec. is one thing, Sir. I mean the fact remains if you get a bad piece of construction based on that specification, you still get leaks. I mean somebody made the decision, said well go ahead with that specification, even though the contractor has advised that there would be leaks because, not only based on your own report, based on the Director of Audit's Report, all our input was it was very well aware by the contractor at the time that he was seeking for direction.
The contractor received direction, Sir,
There was never any question at the time
22 that the contractor did not have direction or that the contractor
23
did not have guidance.

CHAIRMAN:

27
Well, you know, my reading of the situation
was he did seek for direction, the direction says go ahead and build that to specification.

MR MOTTRAM:
30
We are not aware of any such request for guidance or request for direction in the sub-structure contract.
I
31
don't know where this term was taken from.
32
33
CHAIRMAN:
It was taken from the Director of Audit's
34 Report.

36
MR MOTTRAM:
I agree but I don't know where it came from.
