properly and the documentary evidence shows that there was honeycombing in the concrete when it was uncovered following investigations.

Honeycombing in concrete is not because of wrong specifications, but because of extremely poor workmanship. It is honeycombing in the concrete

which caused the leaks not the specifications.

CHAIRMAN: Well, could I also again bring your attention to paragraph 3 on page 5. May I ask when the actual construction

commenced ? Is it 1977 ?

MR MOTTRAM: At the time of the contract award, the

contractor was then committed totally to producing a building in

accordance with the specifications. At that stage of the tender

award, the contract award, there was surely no question of any

changes in the specification.

CHAIRMAN. Yes, based on your submission, my impression

is, and correct me if I am wrong, that the contract was awarded in January, by June 1977, six months later, perhaps the construction has not even been started yet, the contractor already recognises the

problem and he has put in an objection to the specifications.

MR MOTTRAM: I think actual work started on site some time in February or possibly even at the date the tender was awarded.
