CHAIRMAN:

MR CHAN:

Any further questions from you?

K.C., yes.

Would the Commissioner tell us the reason

why the workshop, I am referring to shoe-making workshop, had the capacity to produce 78,000 pairs of shoes a year, many of the cemented rubber sole type, when there was a demand for only 33,000 of this type of product?

CCS:

Perhaps I should give you some background

to explain the expansion of this workshop and the diversification. that we are going into. In 1982-83 Stanley Prison produced approximately 40,000 pairs of cemented rubber soled shoes in a year and these were the only type of shoes we could make on the existing equipment. Government departments, however, required a different type of shoe in addition to the type we are making and these included moulded rubber shoes and leather soled shoes. But the equipment we had could not produce these. At that time we knew that the discipline services required 39,000 pairs of moulded rubber shoes, moulded soled shoes and we were the Government were purchasing these from the private sector. Now Stanley could not have gone into this area without the new equipment. Although the old plant you mention had capacity for 25 79,000 pairs of shoes, it could not produce the different types of shoes and also another important factor is that that old equipment was the smallest plant that one could buy for making shoes. Now the 28 new plant we have bought which is now amalgamated with the old plant,

is also the smallest plant that one could buy. There is extra capacity but that is the smallest one can buy. every year been quite profitable anyway.
