If he has to give evidence in due course and

prove postage they are of the opinion that a police officer should

do it. I hasten to add that is not the only thing he does in there, but in fact he does it as part of his duties. I have a quote

here if it is in doubt. But it is necessary to prove the postage, where it is disputed by the people concerned.

CHAIRMAN: Any other questions from the Committee ?

May I ask the final question ? In 1986, the current year, issuance of fixed penalty tickets, do you see a trend on increase

or decrease ?

C of P: Well, to date on the figures available to me, there is a marginal decrease over 1985, but if you want me to make a prediction, for the first time since 1982 the total number of licensed vehicles in the territory has gone up. Private cars have gone down but goods vehicles etc are going up. I think it is reasonable to assume that we will see an increase again in parking offences as there is competition for the available space 27 and on top of that I think the community, you would accept, gets 28 richer and the actual cost of the ticket becomes less of a

consideration, so there will be a greater tendency

MR CHEONG: One last thing; the Commissioner has mentioned he received about a hundred computer reports. What use are being made of those reports ? Do you find them useful ?
