action to review the new VALID II computer system to establish

whether or not it had achieved its objective of reducing the

workload ? If not, are there any remedies ?

C of P: I think the introduction of the new computer

system was not specifically aimed at reducing the workload on

Section D. It was more intended I think to widen the net of

debtors and debtor recovery and it certainly, I think we have

seen the effect on that. In fact, we have addressed the Data

Processing manager on this and if I could quote from his reply

to us.

It says: [Reads]

"The system was mainly designed to support the Fixed Penalty Traffic Contravention Ordinance. It did enhance the capability of the police and judiciary to capture debtor information by the debt enforcement facility provided. It may, as an end result, achieve a decrease in staff numbers.

It is undoubted that the scope of the fixed penalty system is much larger [This is under the new system] than that of the AR system. We can simply see this [This is the Data Processing manager again] from the number of output reports produced by the two systems. AR system only produced twenty or less reports while the FP system which is the new system produces over a hundred."

In fact, I think the figure in the Audit Report quotes 77 but the

figure is over a hundred.

"Normally follow up actions have to be taken by the user department where these reports belong and would require a greater handling capacity.
