Are there any other reasons for increasing the staff strength after 1982 despite the reduced workload ?
C of P:
Well, the reason I think I have already mentioned. One was the uncertainty due to the changes in system and new legislation; one was the increase in public complaints which had then been identified; there was a necessity to deal with these complaints in a much more efficient fashion to provide a better service to the public, which is one of the reasons why police officers were then used to deal with this. It wasn't possible quite to quantify the workload until we had the Organisation and Methods study and the whole was compounded by this requirement to deal with these welfare cases, which had again.
affected the staffing levels.
MR CHAN: And also the reasons why the Commissioner of Police considers that the new VALID II computer system added to his workload instead of reducing it as had been intended ?
C of P: Yes, the new system had, in fact, the effect of 24 increasing the workload instead of reducing it.

CHAIRMAN: Mr Chan's question was, why was this increased. 27 Normally, people introduce computer systems to reduce the workload.

C of P: Well, what was envisaged when the computer system
30 was considered and introduced was a reduction in the workload of
police and judiciary and in fact that resulted, but the main volume of reduction in workload on the police occurred at the regional level because prior to this new system a great of work was done out in the street level and regional level. And this is where the bulk
of the workload was reduced at that level.
