Mr Commissioner, I see that although the fixed penalty tickets in some instances have gone down, complaints have gone up. Didn't you make a pertinent remark that you are receiving more complaints and you are assigning more senior officers to take
care of it ? Can you let us know whether the trend is that you expect more people would be making more complaints ?

Yes, in fact, this is a trend, that complaints have gone up and quite considerably in fact. I think probably the reasons for this are that the penalties went up quite considerably and certainly then the penalties over and above the double penalty for non-payment went up. I think this made people much more concerned about paying the tickets and has resulted in an increase in the number of complaints.
