Let me just start off one, while KC has a chance to study them. On your submission, Mr Commissioner, the

rate of collection in the year 1985 went up to 88 per cent on the fixed penalty tickets. In your opinion, could this rate be further improved and, if so, by how much bearing in mind that I suppose

it would be Utopian to expect 100 per cent.

C of P:

Well, it is a very high collection rate, I think, compared to many other countries in the world that have a system.

I think we have the highest collection rate of any that I know of.

We would hope always to improve the rate and continue to do so.

How far it can be improved, I don't know. You see, the collection

the hands of police. We in fact process the fixed penalty tickets

and we make certain arrangements for collection of money but then

it gets to a certain stage where it goes to court.

in fact these are distress warrants, they are not criminal warrants,"

they are not part of police responsibility to execute those warrants, they are part of the job of the court bailiff. So that part of the collection is out of our hands. What we have done though is improved clerical procedures in an attempt to obtain payment from people prior

to this stage being reached and, in fact, this has much increased the
