It is not the experience.

MR CHEONG:

it is not the experience that the Director

has mentioned in the report, it is the expertise, and the expertise related to the fact that there was probably, if you go through the

transcripts, it was not enough expertise. Also they have to have a sub-contractor in post-tensioning.

MR CHEUNG: Yes.

That was a specialist sub-contractor.

MR CHEONG:

Post-tensioning work was sub-contracted.

MR CHEUNG: Whose qualifications would have been studied before he was nominated as a sub-contractor. Well, Mr Lei said

in answer to you, Mr Chairman, when you ask him on page 2, line 9. [Reads

"Does that reflect on any deficiency in the professional practice ? In the professional expertise or were there any other circumstances leading to such a situation ?" The Director said, "I think basically lack of detailed investigation and detailed study at the time when we let the contract".
