Let us face it. Nobody in Hong Kong has built that type of structure before. That is the expertise side, but in a complex post-tensioning
a building structure. I won't go into why is it so
difficult, so complicated. Perhaps the organisation has something
to do with it. Rather than to deal with the problem on a day to day
basis. If you have the organisation if the contractor has the organisation capability, he could plan his work much better.

Well you know, it is amazing to me that first of all the super-structure contractor doesn't have any experience of building such a super-structure for the stadium, and then there is a delay of twenty-seven months, caused by the difficulties, and then he turns out to come back and claim the Government for money. It should be the other way around.
