Let us face it. Nobody in Hong Kong has built that type of structure before. That is the expertise side, but in a complex post-tensioning

a building structure. I won't go into why is it so

difficult, so complicated. Perhaps the organisation has something

to do with it. Rather than to deal with the problem on a day to day

basis. If you have the organisation if the contractor has the organisation capability, he could plan his work much better.

CHAIRMAN:

Well you know, it is amazing to me that first of all the super-structure contractor doesn't have any experience of building such a super-structure for the stadium, and then there is a delay of twenty-seven months, caused by the difficulties, and then he turns out to come back and claim the Government for money. It should be the other way around.

Sorry, the twenty-one month delay is --

work and inclement weather.

What type of additional work are you

D of Ar. S:

Additional work like ordering an ice-

skating rink. For instance, adding a tele-screen. These are major or additional works and this is the sort of price you pay as it were, if you change your mind in mid-stream, which we have

D of Ar. S:

Does that alter the super-structure

Well it lengthens the time, so the

twenty months you were referring to is not entirely due to the difficulty in construction which we agree. It is not twenty-seven
