So before we could devote our resources to doing a
job we really feel that a more careful study should be made of
whether it's really necessary. But if it is necessary, I would
say that no serious consideration seems to have been given to the
fact that there appears to be far more efficient ways and far cheaper ways of doing it. The obvious way: every passenger has to have a boarding pass which is issued by the airline and then cancelled by the airline when the passenger goes on board. Now, why shouldn't the boarding pass simply incorporate the receipt for the fee? The airline has to issue the boarding pass, it has to issue the receipt; why can't they be incorporated in one document? Then there is no question of the possibility of the receipt being transferred to another flight and there is, therefore, certainly no need for it to be cancelled, but if it has to be cancelled, of course it can be cancelled by the airline passengers when the passengers board the 'plane. We have asked: why not use such a system? Because it seems to us that would be far more value for money than us
devoting our resources to doing this work. And, well, we have 19 received no satisfactory answer.
