invite the Director of Immigration to appear before the Committee.
Mr Murphie, we're dealing with the Director of Audit's
Report, paragraph 75 - 77, on the hire of services and professional
fees. This Committee dealt with this kind of problem a number of
times. May I ask the Director of Immigration: are you familiar with
the existing procedures to guard against dishonesty in the collection
of the air passenger departure tax?

DI: No, on the contrary. It appears to us that if we were to take over the duties which we are asked to take over, these duties are not checked, they're not audited or effectively monitored in any way, and that if we took the duty over we would have to find
ways of making the procedure secure. Let me say, first of all, there's no question of our wanting to avoid a duty simply because there are corruption opportunities there. There's no question of us not having confidence in the integrity of our staff. But it is basic
Government philosophy that where we undertake a duty we must have

procedures are done in this way and, of course, all our procedures are carefully vetted by the Anti-Corruption Department of the ICAC.
