as a result we admit there have been inadequate communication and
co-ordination of the project at the time, but since then in March 1985 the Accommodation Division of my Branch has issued a manual to departments setting out procedures on how such projects should be co-ordinated and dealt with in future and I am glad to say that
since the issue of that manual the co-ordination and processing of
similar projects have shown signs of improvement.

may I refer to paragraph 63 of the Director of Audit's report which relates to the constitutional difficulty with the agency. Do you think
that there was adequate justification for the time taken to resolve the problem of the constitution of this particular voluntary agency, which
has taken more than a year?

The centre for the elderly.
Sorry, I didn't quite catch that.
MR LEE:
I am referring to paragraph 63 of the
Director of Audit's report about this centre for the elderly when there
was a constitutional difficulty with the voluntary agency.
And it
took your Department from March 1984 to August 1984 in order to resolve this difficulty.
Do you think there is justification for taking so
long time to resolve this difficulty?
DSW:
There were two difficulties. I have mentioned
earlier on that in addition to the difficulty over the constitution
of the agency, there was the difficulty over the financial ability of the agency to operate the service. Now, in respect of the
first, we noticed when the papers came into use that the constitution
of the agency did not allow it to operate a social centre for the
