agency, but we really would prefer not to have to do this until
we get a firm rejection from one agency. Now, in this case, it took very nearly two years for the agency to give us a very firm commitment. As I explained there were other complications and
it wasn't simply just a question of lack of monitoring. Luk
Yeung Sun Chuen is the very first project of this type, i.e. welfare premises being located in private developments. We had no experience prior to this. In the light of our experience over this particular project, we now agree that our planning must take place even more
than two or three years ahead. It is now our normal procedure to
begin planning at least five years ahead. If we do this, this period should then allow us to find a suitable agency, who is firmly prepared to take on the project, to agree the layout and the financial arrangements, as regards funding, and I am satisfied that if we keep to this planning, i.e. five years ahead, there should not be delays of this sort in future projects of this type.
CHAIRMAN: Is that because you have to deal with a private 19 developer on the one hand, this is the first of this type, as you 20 mentioned.

DSW: Yes.
And as I mentioned in this case because of
the structural alterations, in addition to consulting various Government departments, we had to get, for example, information on loading of the beams and we tried their consulting company first. We couldn't get anything out of them. We then went back to the MTRC. MTRC then said you go back to the consulting agency. In the end, we still had to ask the MTRC to apply pressure on its consulting company to give us the information. So, all this has contributed towards the delay.
SASI: Mr Chairman, perhaps I would wish to just add a few remarks on top of what Mrs Chan has said. Back in the early eighties, 34 when this project first came about, there was no advice given to
departments on how to co-ordinate this type of project and, as Mrs Chan pointed out, this is the first project of its kind, So
