For the moment, our recommendations are simply
that the Administration:
(i)
(ii)
take note of the need for a Consulate-General and
the planning implications that this carries with
it:
note that planning work will continue on the basis
outlined above;
(lii)
(iv)
agree that in the light of the preliminary
assessment contained in this paper, we should
explore with the Hong Kong Government exactly what
they might be prepared to offer by way of
assistance;
agree that we should take some initial soundings
of the Chinese side. This could perhaps best be
done informally between Mr McLaren and Ambassador
Ke Zaishuo in the course of their JLG dealings.
