This strongly suggests that we seek a solution
with built-in flexibility. One approach would be
to accommodate 'core' functions in the main
Consulate-General building, with the more variable
or uncertain functions out-housed. Another would
be to secure space for the 'core' functions and
negotiate options on sufficient extra, adjoining
space to allow other functions to share the same
building if that seemed the most practical
solution;
(v) Whatever plans we make will require the
co-operation of the Hong Kong Government and the
concurrence of the Chinese;
(vi)
Our requirements have considerable financial
implications;
(vii)
Establishment of an office to handle JLG work from
1 July 1988 needs to be handled separately from
our planning for the Consulate General.
This will
be the subject of separate recommendations;
(viii) The considerations dealt with in the annex to this
paper need fully to be taken into account.
