SECRETARY OF STATE'S VISIT TO WASHINGTON AND CHICAGO, 9 – 10 APRIL
1. You kindly provided briefs for this visit. The Secretary of State has commented that some of the briefs are weighed down by unnecessary reference papers, and that "lines to take" need to be as
clearly laid out and self-contained as possible. He will work only from the "lines to take" and will not have the "background" readily to hand. However, in general he wants the briefing skimmed down. He also wishes to have some indication of which "points to make" he really needs to get through, particularly if they may require US action, or changes in attitude. This indication might best be given by underlining the one (or at most two) points in each brief which must be raised if any. (Or, in very long briefs, the essential points in each section).
2. The Secretary of State's comments do not necessarily apply to your brief(s). However, this minute is to ask you
(a) to consider carefully whether your brief can be improved
along the above lines.
(b) to consider whether any of your "points to make" are
important enough to require underlining for particular emphasis.
