BRIEF NO 1: STEERING BRIEF
The objectives of Lord Glenarthur's visit to Hong Kong may be defined as follows:

to allow the Minister to familiarise himself with the territory, its political preoccupations and its physical development;
to provide opportunities for discussion with the Governor and his official and unofficial advisers, and for contact with a wide range of Hong Kong people;
to demonstrate HMG's continuing commitment to the territory and its future at a particularly sensitive time in its
history.
2. The Minister's programme (Annex A) comprises three elements. will have meetings with the Governor; with senior officials of the Hong Kong Government; with the Executive Council; and with staff
