PURPOSE OF VISIT?
To take the earliest possible opportunity to see Hong Kong and brief myself on developments there.
To meet the Governor, his official and unofficial advisers,
and a wide range of Hong Kong people.
To demonstrate HMG's continuing commitment to Hong Kong and to
its people.
IMPRESSIONS?
Economy performing well, comprehensive and ambitious
development programmes in hand, Hong Kong is clearly tackling the future with confidence.
IMPLEMENTATION OF JOINT DECLARATION
Implementation is proceeding well. Discussions with Chinese in JLG taking place in good atmosphere, and continuing to achieve positive results.
REVIEW OF REPRESENTATIVE GOVERNMENT
Consultative paper published in May.
Comments due by 30
September. Survey Office to produce report on comments by end October. Genuine review. Will give full weight to views of Hong Kong people. Wrong to forecast outcome.

Will maintain close contacts with Chinese to ensure that any difficulties that may arise are resoved in a way which meets
concerns of both sides.
