Brief Biographies of Members of the Urban Council
Chairman of the Urban Council, H.M.G. Forsgate, CBE, JP
Mr. Forsgate is a Master Mariner, aged 68, who first came to Hong Kong in 1946, and subsequently became the Managing Director of the Kowloon Wharf, The Star Ferry and also the Hong Kong Tramways, a position from which he has retired, although he still maintains a few directorship.

He is also Chairman of the Kowloon-Canton Railways Corporation a Government corporation. his personal interests, he is President of the Hong Kong Rugby Football Union and the Hong Kong Football Club, and also very active in a number of sports. He was elected Chairman of the Council from amongst the other members.
His term of He is appointed by the Government. chairmanship has still 11⁄2 years to go.
Vice-Chairman, Elsie Tu, CBE
Mrs.
Tu first came to Hong Kong as a Missionary; however, over the years she has ceased to be connected with any church and has been involved in education and social work. She is currently the Supervisor of the Mu Kuang English School. She is in fact possibly one of the best known people In Hong Kong and has over many years been a supporter of numerous local causes. She is an
- elected from Kwun elected member of the Urban Council Tong District Board. (Mrs. Tu is unlikely to be in town during Lord Glenarthur's visit.)
The Hon. Hilton Cheong-Leen, CBE, JP

Mr. Cheong-Leen Is a small businessman and has been actively Involved in various political activities during his 30 years with the Urban Council. Currently, Is Chairman of the Hong Kong Civic Association and is elected by the Urban Council to represent the Council on the Leigisative Council and is involved in numerous official and unofficial bodies. He is an elected member of the Council.
Mr. Peter C.K. Chan

Mr. Chan is a barrister by profession; however, he currently practises very little law In Hong Kong but is Involved in a fair amount of arbitration In the Shenzhen Special Zone In China. He is Vice-Chairman of the Hong Kong Civic Association. He is an elected member of the Council.
Miss Cecilia Yeung
Miss Yeung has been a member of the Urban Council since 1971. She is Supervisor of a small private school in Kowloon. She is a member of numerous associations in Hong Kong; however, she is not highly
as her interest In regarded by those who know her well many matters is very superficial.
