Brunei is not a member of the FPDA but it is believed that FPDA member nations may not be averse to inviting Brunei to participate in the proposed exercise with a view to subsequent membership of a Six Power Defence Arrangement (SPDA). Such an expansion of a regional Defence Arrangement would promote greater stability in the region.

8. Addressees are asked to consider the proposals at paras 6 and 7 and forward preliminary comment to D Cts ROW 3, copy D Cts Ex 5, by COP 13 Jan. If the response is generally favourable it is proposed to discuss the subject at the Far East and Australasia Regional Review meeting on 16 Jan 87, before seeking DCDS(C)'s agreement to develop the planning.
