1. I understand that the Ministerial Visits Committee is to meet before long to discuss priorities for Ministerial travel (a date has yet to be agreed). I would not wish to put in a firm bid on Lord Glenarthur's behalf in advance of that meeting. But, as Lord Glenarthur discussed with the Secretary of State, there are some important time constraints governing a visit to Hong Kong; and it might be prudent to put down a marker at this stage.

2. The Department have advised that Lord Glenarthur should make his first visit to Hong Kong before the completion, at the end of September, of the period of public consultation on the Green Paper on representative government. A visit subsequently would lay him open to a barrage of extremely difficult questions from the press. So Lord Glenarthur would like to go to Hong Kong before the end of September (and before the South Asian HOMC in London on

28 30 September). It would be a waste of money and time to go only to Hong Kong, and Lord Glenarthur would hope to visit one or two other countries for which he is responsible. We are discussing this with Mr McLaren, and Indonesia looks a strong possibility. For Hong Kong presentational reasons, Lord Glenarthur proposes to leave China for a separate trip.

3. I would be grateful if you could bear these considerations in mind when/if competing bids for Ministerial travel are submitted. The period of absence might cover the working weeks from

25 September. Although the Secretary of State will presumably be at the UNGA during that time, I imagine that Mrs Chalker will be covering in London and there are currently no bids in from Mr Mellor or Mr Eggar.

I will of course submit formally as soon as the Ministerial Visits Committee has made its recommendations.
