LORD GLENARTHUR'S VISIT TO HONG KONG: 16-19 SEPTEMBER: BRIEFING
1.
We have been giving some preliminary thought to the briefing
which will be required. Subject to Lord Glenarthur's views we propose to plan on the basis of the attached list.

Representative
I hope it does not seem too daunting. government will certainly be the dominating topic. Nonetheless it seems sensible to produce fairly comprehensive briefing, covering
all the main issues which could be raised with the Minister. (We
are telegraphing the list to Hong Kong to ensure they feel there are
no lacunae.) We also need to take account of the fact that on many
issues the Minister will have different things to say to different
groups of people. Consequently separate sets of points to make will be necessary for the Governor, for ExCo and where appropriate for
OMELCO and others.
3.
Inevitably this will lead to some duplication but I see no
tidy way round this. In particular I believe the Minister would
wish to have a self-contained brief for his press conference, with
points to make covering all the major subjects of public interest in
Hong Kong.
4.
We will, of course, aim for brevity. In the case of the
background briefs I doubt whether it will be necessary to cover more
than 2 sides at the most.
